Cleantech Financing Strategy

This project developed a cleantech financing startegy for the Asia-Pacific Partnership on Clean Development and Climate through a non-paper which was approved by the Minister for Environment Canada and was presented at the 9th Policy and Implementation Committee meeting in Vancouver, Canada on 24 March 2010.

Focusing on Scale

The strategy focused on leveraging the existing foundation which the APP has successfully developed, to substantially increase the scale of clean energy development, demonstration, deployment and diffusion.  The strategy suggests, the APP must focus on stregnthening its unique public and private sector networks to scale the impacts of the 172 (Nov 2009 statistic) demonstration projects by unlock private capital investments.

Increased Collaboration with the Private Sector

This strategy was developed inline with UN predictions predicting the need for annual investments in clean technologies to reach half a trillion U.S. dollars (.44% of Global GDP) by 2020.  These predictions stress the need for effective public-private partnerships to unlock private capital flows into clean technology investment on an unprecedented scale.

The strategy propses that the APP can made significant contributions towards these goals by pursuing the following strategies:

  1. Focus on Large-Scale Deals: Providing the tools to identify and facilitate large-scale deals and large-scale programs to efficiently aggregage smaller projects for meaningful levels of impact
  2. Capital System Focus: Create a coherent public-private capital strategy and framework to scale and finance deals and programs
  3. Direct Investor Engagement: Deepen the APP's networks to systematically engage key private sector and mulitlateral investment partners to finance large-scale deals and programs
  4. Expanded Partnership Network: Broaden the APP's network to include more countries, such as the European Union, and other organizations with climage change mandates
  5. Collaborative Systems: Optimize the APP's "collaborative capacity" through products, methodologies and platforms to source, develop and successfully complete large-scale deals
