Launched in 2003, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) represents the largest effort by any nation to combat a single disease. In its first five years, the program focused on establishing and scaling up HIV/AIDS prevention, care and treatment programs in target countries. PEPFAR was re-authorized in 2008 and is transitioning from an emergency response to supporting the development of sustainable country programs.
PEPFAR Initiative to Engage Private Capital
PEPFAR’s initiative to engage private capital was created to take an objective look at the way PEPFAR interacts with the private sector, and its potential for partnering with private investors in support of sustainable country initiatives. At the local level this initiative investigated whether companies with PEPFAR contracts can attract private investment capital to finance projects based on projections of PEPFAR’s demand for goods or services. At a more strategic level, the initiative explored whether PEPFAR has the power to influence the growth of local infrastructure through strategic deployment of its purchasing dollars and increased collaboration and visibility to the investment community. What emerged was a new model of public-private partnership – the Impact Investment model.
